PURPOSE: An apparatus and a method for winding a separator for a secondary battery are provided to prevent crinkles generated during a winding process, by reducing a rotation rate of a guide element lower than the rotation rate of a rewinder. CONSTITUTION: An apparatus for winding a separator(200) for a secondary battery comprises: a guide element rotating, contacting to a driving film-shaped separator(1); a rewinder(30) rotating with predetermined rate in order to wind the separator; and a low-speed maintenance element capable of keeping the rotation rate of the guide element slower as much as predetermined rate than the rotation rate of the rewinder. A method for winding the separator via guide rolls(12,14,16) comprises a step of keeping the driving speed of the guide rolls slower than the driving speed of the rewinder.
