<P>PROBLEM TO BE SOLVED: To provide a transmission device and a system, capable of appropriately measuring and acquiring tire information such as tire air pressure information, even when a flat tire is repaired using a puncture repair agent, in a new method different from the conventional method. <P>SOLUTION: The transmission device includes: a sensor 28 which detects the state of gas filled in a tire cavity area surrounded by the tire and a rim as tire information; a transmitter 30 which transmits the detected tire information by radio; and a housing 22 which covers the sensor and the transmitter. Openings 36a and 36b for connecting the inner space of the housing and the tire cavity area are formed at the surface of the housing, and the opening is provided extending on the surface of the housing, by forming a straight line, a curved line, or combination of the straight line and the curved line.
