PURPOSE: A colored paper pencil and manufacturing method thereof are provided to prevent desertification using environmentally-friendly paper. CONSTITUTION: Recycled paper is attached to the surface of a pencil core(100). The pencil core is dipped in the inside of a tank including a recycled pulp and a natural glue(200). The colored paper is attached to the surface of the created recycled pulp layer(300). The body of a pencil is formed by repeating the recycled pulp layer forming process and the colored paper attaching process. The pencil is dried(400). The dried pencil is completed.
