<P>PROBLEM TO BE SOLVED: To provide a waterproof portable power supply device that can be used as a torch as well. <P>SOLUTION: A portable power supply device includes: a power-receiving terminal 43 exposed on one end surface of a body case 10; a power-supplying terminal 42 that is provided on the same surface as the power-receiving terminal 43 is and that supplies power to an external electronic device; a main substrate 38; a sub-substrate 41 onto which the power-receiving terminal 43 and the power-supplying terminal 42 are mounted; a waterproof pouch 50 that accommodates a secondary battery 31 and the main substrate 38 in a waterproof manner; a cap part that covers the surface, of the body case 10, on which the power-receiving terminal 43 and the power-supplying terminal 42 are provided. While the cap part covers the surface, of the body case 10, on which the power-receiving terminal 43 and the power-supplying terminal 42 are provided, in a waterproof manner when fitted to the body case 10, the cap part has a cap connector 21 protruding, the cap connector 21 being placed so as to be inserted into the power-supplying terminal 42 when the cap part is fitted to the body case 10.
