PURPOSE: A refrigerant system and a cooling and heating device using waste water heat comprising the same are provided to heat water supplied from a predetermined section. CONSTITUTION: A refrigerant system comprises a compressor(110), a condenser(120), an expander(130), an evaporator(140), multiple refrigerant pipes, a liquid heat, and a liquid receiver. The capacity of the evaporator is higher than that of a condenser. A liquid heat exchanger performs heat exchange by using refrigerant supplied from the expander and the compressor.
