<P>PROBLEM TO BE SOLVED: To provide a pharmaceutical composition for treatment, improvement, and prevention of lower urinary tract disorder. <P>SOLUTION: The pharmaceutical composition contains : (a) anionic polysaccharide in an amount suficient to treat, improve, and prevent the lower urinary tract disorder ; (b) acute action anesthetic drug in an amount sufficient to treat, improve, and prevent the lower urinary tract disorder ; and (c) buffer solution for buffering the solution to adjust its pH so as to enable a sufficient portion of the acute action anesthetic drug to be in a noncharged state so that the acute action anesthetic drug can pass through cell membrannes. When a formulation is dissolved in an aqueous liquid for administration, the buffer solution having 0.20-0.45M level of sodium hydrogen carbonate is contained. It is desirable that the anionic polysaccharide is selected from a group of hyaluronic acid, hyaluronan, chondroitin sulfate, pentosan polysulfate, dermatan sulfate, heparin, heparan sulfate, and keratan sulfate.
