PURPOSE: A steam pressure using electric power generating and charging device and an operating method thereof are provided for continuous nonutility generation regardless of weather and time by generating with the pressure generated during converting an operating solvent into gas at low temperature. CONSTITUTION: An upper part and a lower part of a cylinder(1) form a cooling part(30) and a heating part(10), respectively. An operation solvent(11) is charged at a lower part of the heating part. A heating part(50) heats the operation solvent and converts to operation gas(12). A permanent magnet(40) is positioned inside the cylinder. A coil(34) surrounds the outer peripheral surface of the cylinder. A rectifier(60) is connected to the coil and rectifies alternating current to direct current.
