PURPOSE: A device for controlling a network by considering characteristics of an application and a method thereof are provided to connect the application to a network according to the characteristic of the application by determining the characteristic of the application. CONSTITUTION: A characteristic determination unit(111) determines characteristics of an application which considers a demand security level of an application, a demand data capacity, or demand speed. The demand data capacity indicates a minimum data capacity which is transmitted and received by the application through a network. The demand speed indicates network speed which is necessary for the application. A network control unit(113) selects a network for connecting the application according to the characteristics of the application.
