<P>PROBLEM TO BE SOLVED: To stably distribute and to make open to the public a content for which public opening date is predetermined. <P>SOLUTION: There is provided a content distribution server that includes a reception section for content transmission request having a content ID and distribution-completed version information presented, a determination section which determines whether a content can be subjected to distribution processing and public opening processing, a distribution control section which prevents content distribution from concentrating, a public opening control section which adjusts content public opening on the basis of the content public opening date, and a transmission section which transmits a content response to a terminal device, and can refer to a content management table containing version information on each content ID and public opening date information. The public opening control section performs the public opening processing when the determination section determines that the version information of the content management table is more recent than distribution-completed version information from the terminal device and the public opening date information matches or is earlier than the system time.
