<P>PROBLEM TO BE SOLVED: To complete a user operation by one-hand. <P>SOLUTION: A command issue device has an acquisition part, a projection area recognition part, a projection part, an operation area recognition part, a selection determination part and an issue part. The acquisition part acquires a dynamic image where a hand of an operator is imaged. The projection area recognition part recognizes a projection area of projection fingers used for projection from the dynamic image. The projection part projects a video of a GUI (Graphical User Interface) on the projection area. The operation area recognition part recognizes an operation area of operation fingers used for operation from the dynamic image. The selection determination part evaluates an overlapping degree of the projection area and the operation area, and determines whether the GUI is selected.
