The thronging state in the input image is determined on the basis of a motion ratio, which is obtained from the ratio of the local areas which are contained in the thronging determination window and for which the motion detection unit (5) has determined that motion is present, to the local areas contained in the thronging determination window, and on the basis of a person ratio, which is obtained from the ratio of the local areas which are contained in the thronging determination window and for which the person detection unit (6) has determined that a person is present, to the local areas contained in the thronging determination window.
