The present invention relates to an access point having multiple channels and multiple transmission powers and a cell forming method of the access point, and the access point of the present invention comprises: a first access point module for transmitting a signal of a first wireless channel by a first transmission power; and a second access point module for transmitting a signal of a second wireless channel by a second transmission power which is lower than the first transmission power. The first access point module can transmit a response signal to a WLAN terminal in response to a signal received from the WLAN terminal only when a strength of the signal received from the WLAN terminal is less than a critical strength, and the second access point module can transmit a response signal to the WLAN terminal in response to a signal received from the WLAN terminal only when a strength of the signal received from the WLAN terminal is greater than the critical strength.
