Disclosed are a transparent conductive film having superior electrical properties, and a touch panel using same. The transparent conductive film includes: a film base material; a first conductive thin film formed on the film base material; a second conductive thin film formed on the first conductive thin film; and a third conductive thin film formed on the second conductive thin film. The second conductive thin film is formed of a material having conductivity greater than that of the first or third conductive thin film.
