Provided is a development member for which the toner and the like do not easily become fused and the transfer performance of the toner does not easily change, even over a long period of use. This development member having a base body and a surface layer is characterized in that the surface layer includes a polyurethane resin as a binder resin, and polyurethane resin particles dispersed in the binder resin, and in that the structure indicated by structural formula (1) and one or both of the structures indicated by structural formula (2) and the structure indicated by structural formula (3) exist between two adjacent urethane bonds of the polyurethane resin serving as a binder resin, and in that the structure indicated by structural formula (4) exists between two adjacent urethane bonds.
