PROBLEM TO BE SOLVED: To provide a water-based rust-proof paint capable of forming a water-based rust protection coating film which has sufficient rust-prevention properties and is excellent in water adherence resistance in overlaying layers on a top coat and in weather resistance in use in a rust-proof paint for various metal members.SOLUTION: A water-based rust-proof paint prepared by mixing a vinylidene chloride-based copolymer resin emulsion with an acrylic copolymer resin emulsion, includes 30 to 80 pts.mass of a vinylidene chloride-based copolymer resin (1) and 20 to 70 pts.mass of an acrylic copolymer resin (2) (the total of (1) and (2) is 100 pts.mass).
