PROBLEM TO BE SOLVED: To provide a code reading apparatus and a program which can more efficiently read a code symbol.SOLUTION: The code reading apparatus includes: a structure having at least a movable part capable of rotating in up/down and right/left directions; an imaging part which is provided in the movable part, and captures an image around the structure; reading means which detects a code symbol included in the image and reads information from the code symbol; identification means which calculates the size of a blank part existing at each end of the code symbol and identifies an end direction in which the blank part is smaller than a predetermined size when the reading means fails to read the information; and imaging range changing means which rotates the movable part in a direction for enlarging the blank part of the end direction on the basis of the end direction identified by the identification means.
