PURPOSE: A transparent cosmetic composition is provided to easily reduce refractive index difference between an aqueous ingredient and an oil ingredient using silicon oil and polyol. CONSTITUTION: A transparent cosmetic composition contains a mixture of an aqueous ingredient and an oil ingredient. The aqueous ingredient contains a first solvent including purified water, a moisturizer containing polyol, and a metal scavenger. The oil ingredient contains a second solvent containing a silicon elastomer, silicon oil, and a silicon surfactant. The cosmetic composition contains 25-35 wt% of the first solvent.
