PURPOSE: A bypass expansion valve assembly and a vehicle heat pump system are provided to change a fluid flowing direction by utilizing a one-way valve without using a three-way valve so that a pressure loss is small. CONSTITUTION: A bypass expansion valve includes an inlet (125a), a plate unit (122a), a bypass outlet (125c), and an orifice (126). The inlet is formed on bodies (121a, 121b), and a fluid is supplied via the inlet. When the plate unit is in contact with a sheet unit (121a) formed on a flowing passage of the fluid inside the body, a flow of the fluid is blocked. The fluid is discharged via the bypass outlet when the plate unit is spaced from the sheet unit. The orifice is formed on the body in the upstream of the plate unit and includes a reduced cross section portion.
