<p>An image encoding device (1), wherein a variable-length encoder (14) generates encoding data (6) by encoding a quantized macroblock (53). The variable-length encoder (14) forcibly encodes as a non-skip macroblock the trailing macroblock (macroblock m120) of a line group (G1) comprising macroblock lines (L1 through L3). The macroblocks (macroblocks m121, m122, ...) encoded in a continuous manner after the trailing macroblock are encoded as non-skip macroblocks until the amount of encoding data (6) code including the trailing macroblock becomes the minimum transmission unit of the transmitter (15). As a result, the encoding data (6) including the trailing macroblock is transmitted to an image decoding device (2) in minimum transmission units.</p> |
