The present invention relates to an apparatus for treating harmful gas using a non-metal precipitation plate, and comprises a chamber; a discharging unit which ionizes harmful gas; a cooling unit which cools the ionized harmful gas; a precipitation plate which is installed in the upper side of the cooling unit and is coated with a protective layer of a non-metal material to prevent the generation of sparks; an electrostatic precipitation unit equipped with a power supply unit which supplies power to the precipitation plate in order to precipitate fine particles, contained in the cooled harmful gas, in the precipitation plate; a scrubber unit which is placed in the upper side of the electrostatic precipitation unit in order to spray a cleaning solution toward the electrostatic precipitation unit, and which treats sulfur oxides (SOx) by being in contact with the cleaning solution and has a gap to allow the cleaning solution to flow toward the electrostatic precipitation unit; and a storage tank which is communicated with the lower end of the chamber and stores the fine particles, deviated from the precipitation plate, and the SOx and cleaning solution, removed by the scrubber unit. The electrostatic precipitation unit is supplied with cooled harmful gas through the cooling unit, and improves precipitation efficiency by being supplied with high voltage through the protective layer for preventing the generation of sparks. Therefore, the apparatus for treating harmful gas prepared by the present invention uses a non-metal precipitation plate capable of treating fine particles and SOx contained in harmful gas at a high efficiency.
