Provided are a conductive roller coating composition capable of reducing deterioration of toner during durable printing when a developing roller is used, and a developing roller and image formation device using the same. A conductive roller coating composition containing: a resin component including a polyol and an isocyanate; and microparticles; wherein the Tg of the microparticles is -13°C or lower. The conductive roller coating composition is applied to the outer circumference of an elastic layer (2) in a developing roller including a shaft (1) and the elastic layer (2) supported on the outer circumference of the shaft (1).
