The device has a reluctance motor that comprises housing (01) which accommodates a stator (02), and a rotor (03). The stator and rotor are composed of a variety of sheet metal discs. The rotor which acts as a kinetic energy storage is mounted inside the stator. The outer diameter of the sheet metal discs of the rotor is comprised of a stepped tooth structure. A rolling bearing (05) is provided for supporting the rotor acting as kinetic energy storage, inside the stator.
