Provided is a method and apparatus for controlling an access to user equipment in a wireless communication system. The user equipment performs an extended access barring (EAB). A lower layer is instructed to perform the EAB if a radio resource control establishment cause is not set as an emergency call, a mobile terminating access, or a high priority access.
