PROBLEM TO BE SOLVED: To provide a method of conditioning a surface layer of a hot slab by cutting capable of obtaining a smooth finished surface without causing deterioration in the quality of a skin and the surface layer of the hot slab and reducing a running cost by elongating a service life of a blade of a cutting edge. SOLUTION: In conditioning a surface of the hot slab cut into a predetermined length after continuous casting at a surface temperature of 400°C or higher by means of a milling surface cutter, a cutting device having numerous driven round cutting chips rotated by the reaction of cutting around a rotary cutting tool is used as the milling surface cutter.
