PROBLEM TO BE SOLVED: To reduce an incorrect report in a composite monitoring device using a conventional image sensor and conventional passive infrared sensor (PIR sensor), by overcoming the problem that a threshold related to an infrared sensor is set at a fixed value capable of avoiding the forgetting about reporting regardless of the moving direction of a moving object and hence incorrect report is not avoided. SOLUTION: When it is recognized that a change region generated by the moving object in an input image moves in the lateral direction in the input image, the threshold related to the infrared sensor is adjusted to be larger than usual in consideration that the output from the infrared sensor is larger than that in moving in the vertical direction, thereby reducing the incorrect report.
