PROBLEM TO BE SOLVED: To solve a problem of a composite monitoring device using a conventional image sensor and conventional infrared sensor wherein a threshold related to an infrared sensor is set at one fixed value regardless of the number of moving objects and the behavior of them, and hence appropriate decision cannot be performed. SOLUTION: This composite monitoring device adjusts the threshold related to the output from the infrared sensor for each moving object based on the behavior detected by an image sensor, and determines whether each moving object is a human body to be detected. Thus, incorrect report or forgetting about reporting can be prevented. Especially, though there is a factor of incorrect report, an invading human body can be detected without omission.
