PROBLEM TO BE SOLVED: To achieve communication timing control with autonomous propagation, needing no reference station for communication timing control. SOLUTION: A radio communication device in a radio communications system consisting of a plurality of radio communication devices comprises: a transmission timing control unit that controls pulse transmission so that a pulse is transmitted at the timing when a maximum phase value is reached in sawtooth waveform phase; and a transmission unit that transmits a pulse at the timing controlled by the transmission timing control unit. If a phase value is less than a predetermined threshold when a pulse is received from another radio communication device, the transmission timing control unit sets the phase value to zero. If a phase value is equal to or greater than the predetermined threshold when a pulse is received from the other radio communication device, the transmission timing control unit subtracts the phase value from the maximum phase value and sets the resultant value as a phase value.
