PROBLEM TO BE SOLVED: To improve the detection capability of a device for detecting a moving object in an image taken by a camera. SOLUTION: A moving object detector extracts feature points and moving feature points from an obtained image, and compares an extraction result with template data to detect a moving object. In the template data, positional information on an area with the moving object in the obtained image and a spatial distribution feature amount indicating distribution of feature points and moving feature points in the area with the moving object shown are written. The spatial distribution feature amount is a vector amount composed of a factor indicating the number of feature points and the number of moving feature points in each block obtained by dividing the target area. The moving object detector counts, on the basis of the extraction result, the number of feature points and the number of moving feature points in each block in a moving object detection target area corresponding to an area indicated by the template data to generate a spatial distribution feature amount, and then compares the amount with the spatial distribution feature amount indicated by the template data to detect the moving object.
