PROBLEM TO BE SOLVED: To provide an image processing system configured to efficiently and appropriately set a right to use an application installed in an operation device.SOLUTION: An image processing body part includes a right-of-use information storing part which stores user identification information in association with right-of-use information which indicates whether a user has a right to use a function provided in a body application program installed in the image processing body part. An operation management part includes a right-of-use determination part which determines whether an operator user has a right to use the function provided by an operation application program, on the basis of function information showing the function provided by the operation application program and the right-of-use information of the operator user.
