The present invention relates to a scalp and hair care composition for a prevention of alopecia and an improvement of a hair growth comprising a sinapic acid or a pharmaceutically acceptable salt of the same as an effective component. Accordingly, the composition is safe without a skin stimulation, and not only promotes a secretion of an insulin-like growth factor (IGF-1, growth factor involved in a hair follicle regeneration), but also inhibits an expression of TGF-beta1 (growth factor inhibiting a hair follicle regeneration), to have an excellent efficacy of improving a hair growth.
