PROBLEM TO BE SOLVED: To provide a base station capable of selecting an optimal handover destination in consideration of the state of the handover destination.SOLUTION: A base station 110, including a radio communication unit 156 for radio connection to a terminal and a network connection unit 158 for connection to a network communicable with another base station, further includes a control unit 152 for controlling the handover of the terminal connected to the self-station. The control unit 152 acquires in advance a terminal throughput connected to the other base station, through the network connection unit 158, acquires from a terminal connected to the self-station a radio state between the terminal and the other base station, and selects handover destination candidates that satisfy a handover condition on the basis of the radio state, to determine a handover destination from among the handover destination candidates by referring to the throughput. |
