The present invention relates to a method and an apparatus for encoding or decoding a high frequency signal by using a low frequency signal. According to the present invention, a high frequency signal is linear-predicted to extract and encode a coefficient. A signal is generated by using the extracted coefficient and the low frequency signal. The high frequency signal can be encoded by calculating and encoding a ratio of energy values between the high frequency signal and the generated signal. A signal is generated using a coefficient extracted by linear prediction of the high frequency signal and a decoded low frequency signal. The high frequency signal can be decoded in a way of adjusting the generated signal by decoding a ratio of energy values between the generated signal and the high frequency signal.
