PROBLEM TO BE SOLVED: To provide a flocculation treatment agent and a dewatering method of sludge where a flocculant is added to the sludge produced by the treatment of sewage, human waste and industrial waste water as it is a stock solution without diluting the flocculant with water and a dehydration treatment can be efficiently achieved.SOLUTION: A dehydration treatment can be efficiently achieved by adding a flocculation treatment agent to sludge as it is a stock solution without diluting with water, the flocculation treatment agent consisting of a water-in-oil type emulsion produced by the emulsion polymerization of a predetermined water-soluble monomer mixture under the existence of a cationic water-soluble polymer having a specific structural unit.
