An objective of the present invention is to allow good communication even in a communication environment wherein channel quality is poor. A portable terminal acquires communication state information which signifies a communication state with a base station, and transmits the communication state information via the base station to a vendor server device. The vendor server device receives the communication state information, and, on the basis of the communication state information, controls the communication speed of content data which is transmitted from a web server via the base station to the portable terminal device. The vendor server device transmits the content data whereupon the communication speed is controlled via the base station to the portable terminal.
