The purpose of this invention is to provide the following: a thermoelectric-conversion-layer manufacturing method whereby thermoelectric conversion layers having excellent thermoelectric conversion performance can be manufactured efficiently; and a thermoelectric conversion element. This thermoelectric-conversion-layer manufacturing method includes a step in which a precursor layer that contains an organic material and an inorganic material that is capable of thermoelectric conversion is subjected to a photonic curing process in which said precursor layer is exposed to light, forming a void-containing thermoelectric conversion layer.
