A nucleotide sequence comprising a nucleotide sequence having at least about 90% homology to the sequence of SEQ ID NO:9 or SEQ ID NO:10. Nucleotide sequences of interest operatively linked to nucleotide sequence having at least about 90% homology to the sequence of SEQ ID NO:9 or SEQ ID NO:10 are disclosed. Vectors, methods of regulating target expression, methods of providing a cells, plants, and seeds comprising the nucleotide sequence are also disclosed.
