An adjustment completion notification receiving unit 5 receives an adjustment completion notification from the payment station 20. An adjustment monitoring unit 6 monitors whether an adjustment process is appropriately executed by determining whether the adjustment process is executed by the payment station 20 that transmits the adjustment completion notification in the order of registration processing in the scanning station 10.
