PROBLEM TO BE SOLVED: To compress encoding information to reduce the entire code amount, in an image encoding system using motion compensative prediction.SOLUTION: A first encoding bit string decoding part decodes information indicating a predicted motion vector to be selected. A predicted motion vector candidate generation part 221 generates a plurality of predicted motion vector candidates by prediction from any one motion vector of a decoded block spatially or temporally adjacent to a decoding target block, and registers the generated candidates in a predicted motion vector candidate list. A predicted motion vector redundant candidate deletion part 223 deletes the predicted motion vector candidates having identity among the predicted motion vector candidates predicted from the spatially-adjacent decoded block, from the predicted motion vector candidate list while leaving at least one candidate. A predicted motion vector selection part 225 selects a predicted motion vector from the predicted motion vector candidate list on the basis of information indicating the predicted motion vector to be selected. |
