<p>PROBLEM TO BE SOLVED: To encode pictures to have high picture quality at normal time and to reduce deterioration of picture quality even when performing collapse avoidance processing.SOLUTION: First of all, when encoding of one picture is terminated, information on a code amount actually generated in the picture is received and the occupancy amount of a virtual buffer is updated. Then, when the occupancy amount of the virtual buffer is larger than a threshold T, encoding of the next picture is controlled to be performed in an order of B, R, G; and when the occupancy amount of the virtual buffer is not larger than the threshold T, encoding of the next picture is controlled to be performed in an order of G, R, B.</p> |
