The present invention provides a method of manufacturing capacitor, which comprises the stages of: forming a dielectric film on a first electrode; pre-treating the first electrode having dielectric film by using a pre-treatment solution including a chlorine ion (CI-); removing the remaining chloride ion in the dielectric layer by supplying the power to the first electrode; restoring the dielectric film damaged by chloride ion through a second anodizing process; and forming a second electrode layer on the recovered dielectric film. Therefore, the withstanding voltage of the destroyed dielectric film may be recovered by a post-treatment for the chlorine ion, and the loss of capacitance may be prevented.
