Disclosed are a controlling device and controlling method for a continuous casting device. The disclosed controlling device for the continuous casting device includes a programmable logic controller (PLC) for continual casting/continuous rolling sensing a progress of a continual casting process in a continual casting/continuous rolling section of the continuous casting device on a real time basis; a first server renewing and recording the sensed information transmitted from the PLC for continual casting/continuous rolling on real time basis while being connected to the PLC for continual casting/continuous rolling; a PLC for hot-rolling sensing the progress of the continuous casting process in a hot-rolling section of the continuous casting device on a real time basis; a second server renewing and recording the sensed information transmitted from the PLC for hot-rolling on a real time basis while being connected to the PLC for hot-rolling; and a control unit transmitting control signals to each PLC based on the renewed information of each server while being connected to the first and second servers. In addition, the disclosed controlling method for the continuous casting device includes a shear-weight setting step of setting the shear-weight of a slab using the control unit; a mold-width setting step of setting the width of a mold to mold the slab wider or narrower using the control unit; a rough-milling thickness setting step of the rough-milling thickness of the slab using the control unit; and a rolling-mode setting step of selecting an endless rolling mode or an arrangement rolling mode for the slab using the control unit.
