The present invention relates to a throwing type collective intelligence routing robot system for extinguishing fire and a method for forming a network thereof. According to the present invention, the throwing type collective intelligence routing robot system expects a distance between robots and a propagation environment to provide an activity range capable of communicating to a firefighter using communication information between the collective intelligence routing robots in the environment where an infrastructure is collapsed. Moreover, the present invention automatically rearranges the thrown robot in accordance with a change in the propagation environment to form a stable communications network to monitor the status information of the firefighter.
