The present invention for achieving the purpose includes: a main body in a bucket shape; a wing which is formed at the lateral part of the main body and has a lower part touching sea water; a thermoelement which is formed in the upper side of the wing; and a charge part which stores electricity produced by the temperature difference of the sea water at the lower part of the thermoelement and solar heat applied to the upper part of the thermoelement. The wing is hinged with a bracket formed in a part which touches the main body. A driving motor which rotates a hinge shaft is formed in the hinge combination part of the wing.
