PROBLEM TO BE SOLVED: To provide a network function virtualization base management system capable of maintaining a performance required for network services regardless of the situation of a physical infrastructure, and a management method thereof.SOLUTION: The network function virtualization base management system includes a physical infrastructure and an administrative computer. The physical infrastructure includes a plurality of computer nodes, one or more communication apparatuses and a plurality of links connecting the computer nodes and the communication apparatuses. The administrative computer grasps a computer resource quantity for each computer node of the physical infrastructure and a network resource quantity for each link, calculates virtual machines and virtual connections required for requested network function virtualization services, searches accommodation relations between the virtual machines and the computer nodes on the basis of the computer resource quantity and the network resource quantity, and constructs a virtual network on the physical infrastructure.
