<p><P>PROBLEM TO BE SOLVED: To provide a distributed monitoring controlling device which allows separation and isolation of a programming for control logic per control device and an engineering of process input/output. <P>SOLUTION: At least one monitoring and operation device 3, at least one control device 1 connected to at least one motioning and operation device via a control network 5, and multiple input/output control devices 2 connected to at least one control device via an I/O network for monitoring and controlling devices structuring a plant are provided.
