<p><P>PROBLEM TO BE SOLVED: To provide a foreign matter removing device equipped with an adhesive roll having improved durability, while maintaining adhesive property, to provide a temper rolling equipment with the foreign matter removing device, and to provide a temper rolling method using the foreign matter removing device, which can extend duration of use of the adhesive roll. <P>SOLUTION: The foreign matter removing device 11 includes the adhesive roll 14 for removing a foreign matter on a surface of a metal strip. In the adhesive roll 14, a JIS-A hardness X is within a range of 5≤X≤45°; a moment of inertia Y is 980 Nm<SP POS="POST">2</SP>or less; and a relation: X≥0.5[log<SB POS="POST">10</SB>(Y/9.8)+2.5]<SP POS="POST">2</SP>+3.9 is satisfied.
