a plurality of support particles, the support particles each including a carbon support and a layer disposed around the carbon support, the layer being selected from a group consisting of metal carbide, metal oxycarbide, and combinations thereof, wherein a metal of the layer consists of nickel and molybdenum; and a catalytic material disposed on the layers of the support particles.
