PROBLEM TO BE SOLVED: To provide a measuring method and a determination method of the content of powdered resin in a resin fiber mat allowing for easily performing inline measurement of the content of powdered resin in the resin fiber mat as a mixture of plant fiber and powdered resin.SOLUTION: A measuring method includes the steps of: irradiating one side of a resin fiber mat 8 formed by mixing powdered resin 2 and plant fiber 1 with a beam of near-infrared light ; analyzing reflectance from the resin fiber mat 8 over a predetermined area on the one side using a near-infrared spectrometer 10; and collating an average value or a total value obtained by analyzing over the predetermined area based on the relationship with a previously acquired content of the powdered resin 2 in the resin fiber mat 8, to thereby acquire the content of the powdered resin 2 in the resin fiber mat 8.
