PROBLEM TO BE SOLVED: To provide a technique capable of accurately detecting a presence of a vehicle located within a vehicle detection area on a pick-up image.SOLUTION: An image input part 2 is inputted with a picked-up image in which a vehicle detection area for detecting a presence of a vehicle is picked up. An image processing part 3 determines whether or not the picked-up image inputted to the image input part 2 is an edge pixel in an edge determination function part 32. The image processing part 3 detects the direction of the edge regarding the edge pixel determined by the edge pixel determination function part 32 in an edge direction detection function part 33. The image processing part 3 detects the presence of the vehicle for the vehicle detection area using the edge pixel which is a selection range previously selected by the direction of the edge detected by an edge direction detection function part 33 in a vehicle detection function part 35.
