PROBLEM TO BE SOLVED: To prevent a bandwidth for memory access or memory capacity from increasing while preventing undesirable reduction of the image quality.SOLUTION: The image processor performs scalable encoding on an image data; stores an encoded data which is the image data after the scalable encoding in a storage via a predetermined bus; reads out a desired layer of the encoded data from the storage via the bus; and decodes the encoded data which is read out from the storage in a scalable manner. The disclosure is applicable to, for example, image processors, image encoders or image decoders etc.
